The government, through the Ministry of Culture, continues to strengthen efforts to promote culture through the Permanent Cultural Fund Utilization Program known as Indonesiaraya Fund. This program is an important strategy in building an inclusive, collaborative, and sustainable cultural ecosystem throughout Indonesia.
The Permanent Cultural Fund itself is a fund that is collected sustainably, where the proceeds are used to support various cultural activities. Through this scheme, the state not only acts as a regulator but also serves as a facilitator that opens funding access for cultural practitioners across regions and backgrounds.
In its implementation, the Indonesiaraya Fund has four main schemes, namely facilitation in the cultural field, production of cultural activities, media production, and other programs tailored to the guidance of the advisory board. These four schemes are designed to expand funding access while accelerating the realization of the national cultural strategic agenda.
This program is then translated into 11 derivative programs with varying funding support, ranging from IDR 10 million to IDR 2.5 billion. The scheme is open to individuals, communities, and institutions, providing broad opportunities for anyone with ideas and commitment to advancing culture.
The Minister of Culture, Fadli Zon, emphasized that the Indonesiaraya Fund is a manifestation of the state's presence in carrying out the constitutional mandate to advance national culture. He stressed that this funding is not merely a consumptive grant but a catalyst for the emergence of creativity, innovation, and cultural-based economic independence in various regions.
During the socialization event “Cultural Greeting: Weaving Works with the Indonesiaraya Fund” held on May 5, 2026, the Head of the Planning and Finance Bureau of the Secretariat General of the Ministry of Culture, Puguh Wiyatno, S.E., M.M., stated that the Indonesiaraya Fund is a strategic instrument to accelerate the implementation of the Cultural Advancement Law through the development of a sustainable funding system.
He also emphasized several important aspects in proposal preparation, including program relevance, local potential strength, collaboration elements, activity sustainability, and compliance with applicable regulations. This is a key point considering the high enthusiasm of the community for this program.
The registration process is conducted online through the official website and is open until May 15, 2026. As of now, more than 9,000 accounts have been registered, with over 600 proposals submitted. The high number of registrants compared to the recipient quota makes the quality of proposals the main determining factor.
The impact of this program is increasingly felt. In 2025, beneficiaries of the Indonesiaraya Fund have spread across 36 provinces in Indonesia. This shows that the program is not centralized in certain areas but reaches cultural practitioners from various regions evenly.
The role of 33 Cultural Preservation Centers (BPK) is also key to the success of this program. As technical companions in the field, BPK assists cultural practitioners in the administrative process, proposal preparation, and reporting. This effort is reinforced by the development of a more user-friendly registration system, including automatic validation features to minimize data errors and facilitate access, especially for cultural practitioners with limited digital literacy.
Through the Indonesiaraya Fund, the government, through the Ministry of Culture, invites all cultural practitioners to actively participate in developing and advancing Indonesian culture. With careful planning and strong ideas, every individual and community has the opportunity to contribute to building a more empowered, independent, and sustainable cultural future.
